Error Snitch

Added an Error Snitch to the site. An Error Snitch is a piece of code that takes the errors generated by the .NET application and e-mails all the stack trace and code and session data to the administrators.

Hopefully this will track down that random error that seems to stop the website every 2-3 days.

Also added a custom error page for non 404 errors.
